Summary: 

The Housing Manager provides leadership, oversight, and direct support to programs serving survivors of domestic violence and sexual assault, with a special focus on promoting safe, affordable housing and economic stability. This position manages emergency and transitional housing services, including Rapid Re-Housing in alignment with the Women’s Center for Advancement’s mission and values.

Essential Duties and Responsibilities:

 

Administration:

  • Oversee the daily operations of the housing program to ensure efficiency and compliance.
  • Train, supervise, and mentor WCA Housing Case Managers.
  • Review and approve timesheets and monthly financial documentation submitted by Client Support Services Staff.
  • Oversee data entry in the Osnium database system.
  • Participate in team meetings with collaborative partners.
  • Maintain client files and complete assigned reports.
  • Represent WCA at HUD, Threshold CoC, and City of Omaha housing meetings alongside the Client Support Services Director.
  • Work with other members of the WCA to maintain an updated list of community resources.
  • Compile quantitative and qualitative data and work with the Client Support Services Director and Quality & Compliance Officer to ensure grant reports are accurate and submitted on time.
  • Ensure accurate, timely, and confidential management of client files.
  • Develop and maintain good working relationships with key local (CoC) and statewide/federal contacts (HUD).
  • Maintain professional and effective working relationships with other organizations, community leaders, and WCA’s staff and volunteers.
  • Foster an inclusive and safe office environment in which all clients are treated equally, regardless of race, ethnicity, national origin, disability, sex, sexual orientation, gender expression, gender identity, or religion.
  • Perform other duties as assigned.

 

Housing Client Support Service:

Housing Manager will work to identify, screen, and serve eligible clients through the WCA Housing Program intake process

  • Conduct client intake interviews and assessments to accept, deny, and refer applicants.
  • Travel is required, includes use of personal vehicle.
  • Complete all required monthly, quarterly, and annual reports.
  • Provide ongoing case management support through in-office, phone, and in-person contact, with a focus on long-term housing stability, financial literacy, and goal achievement. Maintain client files and complete reports.
  • Develop and maintain mutual relationships with housing providers (e.g.: local apartment complexes, supportive housing agencies, and housing nonprofits)
  • Maintain accurate data entry and reporting in the Homeless Management Information System (HMIS).
  • Assist in administrative duties related to grant administration as assigned.
  • Perform other program related duties as assigned

 

Additional Management Responsibilities:

  • Serve as the Manager On-Duty (MOD) on a rotating basis to respond to urgent needs of staff providing services to clients.
  • Assist with on-call shifts as needed to ensure 24-hour advocacy coverage for hospitals and law enforcement.
  • Provide advocacy on behalf of Housing clients working with community-based systems such as law enforcement, courts, social services, mental health providers, and substance abuse services. 
  • Identify resources within the community and maintain good working relationships with community programs that also offer assistance to clients. 
  • Immediately report suspected child abuse and neglect to Child Protection Services.
  • Support other direct service activities as needed, including advocacy and referral. 

 

Training and Community Engagement:

  • Identify training and professional development opportunities for the staff under your supervision.
  • Work with other members of the WCA to maintain an updated list of community resources for Housing Clients.
  • Present information to community groups.
  • Perform other program-related duties as assigned.

 

 

Education and Experience:

A Bachelor’s degree and three to five years of direct service and case management experience are required. A master’s Degree in Social Work, Criminal Justice, public Administration, or a related field is preferred. One to three years of previous experience supervising in a social services environment is also preferred. WCA also strongly values the personal, lived experience of individuals from all backgrounds.

 

Qualifications:

  • Ability to work with a diverse client population and cultural backgrounds.
  • Understanding of the impact of domestic violence, sexual assault, and stalking on survivors.
  • Knowledge of community resources.
  • An ability to work as an advocate in various settings such as, but not limited to: criminal justice system, civil court, hospitals, outside agencies, and businesses.
  • Ability to work with clients in crises while remaining calm, positive, and client-centered.
  • Ability to supervise client-facing staff in a social service setting.
  • Ability to problem solve with clients.
  • Ability to collaborate and foster teamwork across programs.
  • Ability to multi-task.
  • Ability to answer the on-call phone if assigned on-call shifts.
  • Ability to provide own transportation to community meetings, agencies, etc.
  • Ability to speak, read, and write in Spanish fluently preferred.
  • Excellent written and verbal communication skills
  • Strong de-escalation and conflict-resolution skills.
  • Good working knowledge of computer programs including Microsoft Word, Excel, PowerPoint, Internet, and database programs.
  • Regular and predictable attendance is required.
  • Maintain confidentiality standards of the agency.

 

Work Hours and Working Conditions:

  • Work hours will be 8 am - 5 pm, with occasional evenings and weekends.
  • Assistance with on-call phone coverage (Scheduled coverage once a month).
  • This position is primarily in-office and may include occasional community outreach or client visits.

While performing the duties of this job, the employee will be in a normal office environment and will be required to sit, stand, walk, and occasionally lift and/or move up to 10 pounds. In addition, the employee will be required to drive to other locations and carry presentation materials to conduct company business.
